Drought map clears fast, but local creeks haven't moved

The severe-drought category emptied out across Mecklenburg County in a single week, dropping from nearly 88 percent coverage to zero. After a year of building dryness across the region's Piedmont drainage, that's a striking swing on the map. But the creeks tell a different story. Little Sugar Creek and the other local gauges show a clear pulse over the past month, rising as high as nearly 24 cubic feet per second, then dropping right back down. The most recent reading is 4.05 cubic feet per second, essentially the same thin margin logged here a week ago at 4.4. Whatever rain cleared the severe-drought category seems to have moved through fast rather than soaking in, and it hasn't touched the deeper problem: the whole county remains in at least moderate drought, unchanged for months, and streamflow is sitting almost exactly where it was. That gap matters, and it matters more on a creek that's already carrying a permitted discharge to answer for. Charlotte Terminal holds an NPDES permit on this same stretch of the Piedmont drainage, and thin baseflow leaves far less water available to dilute whatever the facility sends downstream. A drought map can improve sharply on the strength of one good storm system passing through, while the groundwater and baseflow that sustain a creek through August lag far behind. One good week on the map is worth noting. It isn't yet a recovery in the water itself, and with a permitted discharger already on this reach, the margin for error stays as thin as the gauge readings suggest.

A shellfish company's own discharge keeps fouling the water it depends on

Merrymeeting Shellfish Company has exceeded its Total Suspended Solids limit twice this year at the same outfall: 442% over limit at the end of March, and 300% over limit just two days ago, on July 31. Two violations at the same discharge point, four months apart, points toward a recurring solids-control problem rather than a single upset that got fixed and forgotten. There's a real irony worth sitting with here. This is a shellfish operation, a business that depends directly on clean, low-turbidity coastal water to grow a marketable product. Suspended solids cloud the water column and can smother filter-feeding shellfish beds outright; as the organic material in that loading breaks down, it can also draw down dissolved oxygen. No stream gauge sits close enough to this outfall to confirm what's actually happening downstream, so the direct ecological effect isn't measured here, only the permit exceedance itself. , , and even an (a species iNaturalist flags as threatened) have all turned up nearby this season, but these are simple presence records and shouldn't be read as evidence either way about the discharge's impact. The violation stands on its own as something worth watching, especially now that a second exceedance is on the books.

Drought breaks fast, but the Calfkiller's water quality remains unchecked

The region's drought has essentially broken in the span of a single month. In late May, moderate drought covered the entire area and severe drought had settled over nearly a quarter of it; by mid-July, abnormally dry conditions still gripped almost all of the landscape. Then, in just two weeks, that pattern reversed entirely: by the last week of July, abnormally dry conditions had fallen to essentially nothing, and moderate drought dropped to zero. That shift is the hydrology behind the Calfkiller's surge two weeks ago, when flow roughly doubled off its early-July low. The river is still running well above that low today at the Highway 70 gauge in Sparta, at 74.5 cubic feet per second. In a karst basin like this one, rain doesn't just raise the visible channel; it recharges the limestone seeps and springs that feed the area's caves and streams. Cave and long-tailed salamanders are known to use these cooler, saturated habitats during hot months, though how directly this particular recharge event affects their refuge conditions isn't something the available data can confirm. A drought-free basin means those underground systems are being replenished too, not just the river people can see. Worth noting plainly, though: the Sparta gauge tracks only stage and flow, with no dissolved oxygen, pH, or temperature readings over the past 90 days. So while the numbers confirm the summer squeeze has eased, whether the warm, shallow stretches that raised dissolved oxygen concerns earlier this month have actually recovered can't be checked from this data. The flow recovery is real; the water quality picture underneath it remains a gap, not a reassurance.

Karner Blues post a strong second brood this July

The second brood of the is on the wing in the oak savanna and barrens northeast of here, the last kind of habitat this small, federally threatened butterfly can survive in at all. Its caterpillars feed on nothing but wild lupine, and that plant in turn needs the open, sandy, fire-maintained savanna conditions that have dwindled to scattered fragments across the lake plain and the wider Great Lakes region since the mid-1900s. Because the butterfly has no other host plant to fall back on, whether a second brood shows up in a given July is about as clean a check as exists on whether a remnant patch of savanna is still functioning. This July brought a noticeably heavier showing than last year: 12 confirmed sightings between July 1 and 18, against 5 in the same window in 2025. Spring-brood timing barely moved between the two years, both flying in late May, so the difference sits specifically with the summer flight rather than a broader shift in when the species is active this year. That said, nine of the twelve records came in on a single day, July 11, with the remainder trailing in over the following week. That clustering looks like a coordinated survey visit to a known site rather than a dozen separate walkers stumbling onto butterflies independently. Community science tallies like these track observer effort as much as insect numbers, so the honest reading is that the second brood emerged and was found in good numbers this year, not that the underlying Karner Blue population has grown.

Two severe overflows point to a chronic problem at Woodbridge STP

The sewage treatment plant serving Woodbridge Mobile Home Park has blown through its discharge limits twice this year, and not by a small margin. Suspended solids in the treated effluent ran over 2,000 percent above the permitted limit in March, then over 1,400 percent above limit again just a week ago, on July 24. Oxygen-demanding waste was also elevated on both occasions. Two severe exceedances of the same parameters, months apart, points toward a persistent problem at the plant rather than a single bad day. That discharge lands in the Neabsco Creek drainage, the same wetland network where buttonbush was blooming at its peak just two weeks ago. Neabsco Creek and Bay, along with the Occoquan Reservoir downstream, are already on the state's impaired-waters list, meaning they were recognized as falling short of water quality standards even before this. Excess suspended solids cloud the water and settle over submerged vegetation and aquatic insect habitat, while high oxygen demand consumes dissolved oxygen as it breaks down. That effect is worst in slow water during summer heat, which describes the creek's current conditions closely. No monitoring gauge sits near enough to the facility to confirm what is actually happening in the creek itself; there is no turbidity, oxygen, or flow data to show how far or how visibly this has traveled downstream. Fairfax County has also been in at least moderate drought continuously since January, which typically means less water is available to dilute a discharge like this. Without a nearby reading, though, that connection can only be noted as background, not demonstrated for this event. What is documented is the violation at the source; what it is doing to the creek remains unmeasured.

Monsoon fungi recorded across the valley through July

Mushrooms have been appearing across the city since late June — , jelly fungi, chalk mushrooms, and several species still under identification have been recorded from Pashan to the Fergusson College campus to Deccan Gymkhana — 19 observation records across 30 days. These are presence records reflecting where observers have been looking, not a measure of abundance, but the variety of taxa turning up across different neighbourhoods does suggest the monsoon fruiting season is well underway. (Parasola plicatilis) is among the most ephemeral of all fungi — it pushes through the soil, releases spores, and liquefies within hours. Catching one at all is a matter of being in the right patch at the right moment. Decomposer fungi like these are generally understood to play a key role in cycling nutrients through dry deciduous soils — breaking down accumulated leaf litter and making nutrients available as trees flush new growth — though what is captured here is their surface fruiting, not the underground processes themselves. The monsoon fungal pulse marks the season as surely as the arrival of any migrant bird.

Monarchs logged nearly daily alongside milkweed on the Huron

(Danaus plexippus) have been recorded nearly every day this week along parks and green corridors, with three sightings on July 28 alone. This is the summer breeding generation — the one whose offspring will undertake the thousand-mile autumn flight to central Mexico starting in late August. That migration depends on host plants being available now, and they are: was logged at more than a dozen sites across the area this month, including along the Huron River in Ann Arbor on July 27 and at Liberty and Eberwhite on July 28. Common and butterfly milkweed turn up just as often. What the records show is co-occurrence — adult butterflies and their larval host plant in the same corridor in the same week. They don't tell us whether any given stand is in flower, or whether a female has used it. Monarchs lost roughly ninety percent of their North American population between the 1980s and early 2000s and are flagged as threatened, which is what makes each of those milkweed patches worth knowing about. Conditions this week have been favorable. Air quality is good — PM2.5 AQI at 40, ozone AQI at 23 — and the Huron River at Ann Arbor is running steadily at around 140 cubic feet per second, keeping wetland edges moist and milkweed accessible.

Shrikes keep returning to the same few open lots on this coast

(Lanius ludovicianus) are North America's only truly predatory songbirds — they hunt insects, lizards, and small vertebrates from open perches, and famously cache prey by impaling it on thorns or barbed wire. That hunting strategy demands open ground with scattered shrubs and fence lines, exactly the kind of habitat that fragments and disappears as the suburban edge advances. iNaturalist flags the species as threatened. Inside the Southwestern Florida Flatwoods boundary, iNaturalist holds seventeen shrike records over the past two years — six of them since the start of January, the most recent on July 25 at a beach access point in St. Pete Beach. That is a thin record. But it isn't scattered at random: two sightings landed on the Gulfport Trail seventeen days apart in January, within a couple hundred meters of each other; Treasure Island produced a bird last October and again in April; and St. Pete Beach itself has a record from late May 2025 and now this July's. What that adds up to is repeat use of a handful of small open sites — mown edges, trail margins, beach access lots — rather than proof that anything is holding territory. Photo records can't identify individuals, so there's no way to tell from these observations whether one resident bird keeps reappearing or several are moving through the same suitable patches. Late July is also past the peak of the local breeding season, which makes the St. Pete Beach bird a late-season record rather than evidence of nesting. One April observation was identified to the eastern subspecies (L. l. migrans); the rest are logged only to species. The thing worth watching is whether the Gulfport Trail and Treasure Island sites keep producing birds through the fall, and whether those open margins are still there next year.

Drought retreats at the extreme, but the middle holds firm

Pima County's drought picture has changed dramatically at one end of the scale and barely at all at the other. This same week last summer, the entire county sat in severe drought or worse, with nearly forty percent of it classified as extreme. Since early December, that extreme category has held at zero, week after week, for almost eight months straight, a real and durable retreat at the top of the drought ladder. But severe drought itself hasn't followed the same trajectory. That broader category has been stuck flat at just over forty percent of the county for eight consecutive weeks now, even as the extreme tier stayed clear. It amounts to recovery at the ceiling without recovery in the middle, and it's a useful corrective to how a single dramatic event can read on the ground. Desert vegetation and groundwater don't work on a single-storm timescale, though. Saguaro, palo verde, and the region's aquifers track the cumulative, multi-year drought classification, not any one pulse of monsoon rain, however impressive in the moment. This is a classification comparison rather than a direct streamflow or groundwater reading, and it says the region has pulled back from the worst extreme without yet climbing out of the broader dry pattern underneath it, a distinction worth keeping in mind across this landscape's basins and uplands as the monsoon continues to unfold this season.

A quiet, unpenalized drift into noncompliance across the watershed

Ninety-four facilities hold active Clean Water Act discharge permits within about 15 kilometers of here, and nearly a quarter of them are currently in significant noncompliance. What stands out isn't the raw count, it's the roster. There is no single industrial villain to point a finger at; instead there's a scatter of hotel and apartment swimming pools, apartment-complex stormwater permits, the Saline municipal storm sewer system and its counterpart, the Ann Arbor municipal storm sewer system, a water treatment plant at Austin Commons II, and one manufacturer, Plastechs. Among the pools alone, violations turn up at properties like Weber's Inn, the Marriott TownePlace Suites, the Hyatt Place, the Holiday Inn Express & Suites pool, the Homewood Suites pool, and the Hampton Inn & Suites, alongside apartment-complex permits such as Broadway Park West, Foundry Lofts, The Yard, University Trails, The Standard at Ann Arbor, Mill Creek One, Traverwood-Oakcliff Apartments, The George Apartments, Woodview Commons, plus smaller pool permits at 950 Greene Street, Big Blue Swim School, North Oaks, and Bicentennial Park. Sixty of these permittees logged violations in the past year, and sixty have actually been inspected, so the gap here isn't a lack of oversight. It's that only one facility faces any formal enforcement action, and total penalties assessed across all ninety-four permits add up to zero dollars. That matters because the water downstream isn't starting from a clean baseline. Twenty-two of forty-nine nearby water bodies, including the pond chain this watershed feeds, are already listed as impaired and required to have cleanup plans. This landscape sits within the Clayey High Lime Till Plains, a flat, poorly drained till landscape within the broader Eastern Corn Belt Plains, where heavy clay subsoils shed water quickly across the surface rather than letting it infiltrate. Low-grade noncompliance from dozens of small permit holders doesn't show up as a dramatic spill, but it accumulates the same way runoff does: a little excess chlorine here, a little untreated stormwater there, spread across a whole city's worth of pools and parking lots, feeding into water already on the state's impaired list. For several of the flagged permits, including the lone manufacturer and both municipal storm sewer systems, the specific pollutant and exceedance size aren't visible in the compliance record, only the noncompliance designation itself, and the Saline River near Saline, MI gage showed normal flow with no water-quality readings available to check against. So the exact mechanism connecting these violations to downstream impairment can't be confirmed. But the pattern, one in four permits out of compliance with no penalties attached, is documented, and it describes a watershed where enforcement isn't keeping pace with the paperwork.

Where the border cuts, the monitoring stops too

A standard instrument check on this stretch of the borderlands this week returns almost nothing. No USGS gauge within 25 kilometers to read streamflow or water quality. No EPA-permitted discharger on record in an upstream watershed trace or a 50-kilometer radius search. No county-level drought classification at all, and a land-cover query that fails to resolve entirely. A broader regional facility search did turn up roughly 300 entries, but every one is logged only as an unnamed facility, with no permit, no compliance history, nothing usable attached. That blankness is not evidence of clean water or calm conditions. It is a seam in the instruments. American monitoring networks are built on U.S. county lines, EPA's compliance database, and land-cover surveys that stop dead at the border, and none of them are replaced by a Canadian equivalent on the other side. The streams here don't stop at the 49th parallel; the monitoring does. An empty result and a good result look identical on a screen, and here they mean opposite things. This is Peace Park country, land set aside in 1932 on the premise that ecosystems don't answer to boundaries, which makes the blind spot more than a technical footnote. It sits within the Northwestern Glaciated Plains, where the prairie grades into the foothill grasslands of the Montana Valley and Foothill grasslands, a transition zone that has always depended on continuous, cross-border accounting to make ecological sense. Right now the closest thing to a monitoring network here is a handful of community science sightings: , , and along the riparian edges, a browsing nearby, a heard at dusk. Ordinary prairie and riparian life, appearing to do fine. But that's only as far as anyone can currently see, and on this landscape, seeing only half the picture has never been enough.

Gunnison's drought stalls at its worst level through peak summer

Gunnison County's drought has stopped moving, and that's the concerning part. Exceptional drought, the U.S. Drought Monitor's most severe category, jumped from about 15% of the county in late June to nearly 22% by mid-July, then held there flat for three straight weekly reports, including the current one. Extreme-or-worse conditions show the same pattern: a rise to roughly 80% of the county, then no further recovery week to week. A plateau like this means the county isn't gaining ground between rainfall events; it's simply stuck at a severe level through the hottest stretch of summer. The year-over-year comparison puts it in perspective. This same week last summer, exceptional drought covered none of the county, and extreme-or-worse conditions covered about half. This year those numbers are roughly a quarter and four-fifths. That drought footprint hasn't yet shown up as depressed flow in the Gunnison River itself: the gauge network near Gunnison put streamflow at 321 ft³/s this week, near the top of the past week's 14.30–345.00 ft³/s range, though only a handful of discharge readings were available over the past 90 days, too sparse to call a longer-term trend. That land-based drought stress still matters for reading discharge records from facilities across the basin. The Gunnison/Crested Butte Regional Airport is currently listed by the EPA as in significant non-compliance with its Clean Water Act permit, though the specific permit type, discharge location, parameter, magnitude, and date of the violation aren't available in current records. With the surrounding county locked in its most severe drought category in years, any confirmed exceedance there would be worth watching closely — even though current river flow data doesn't show reduced dilution capacity at this time.

Barton Springs oxygen drops as flow hits summer lows

Dissolved oxygen at Barton Springs has fallen to 4.9 mg/L — a threshold where most aquatic life begins to feel real metabolic stress. The cause is straightforward: streamflow at Barton Creek above Barton Springs has dropped to near zero, briefly touching zero in the past week, and tributary gauges across the city show similarly low conditions. Still water in summer heat cannot hold as much oxygen as moving water does, and when the springs slow to a trickle, the oxygen buffer that usually sustains this system shrinks with it. (Pistia stratiotes), which iNaturalist tags as threatened and native — a classification that is itself contested, as the plant is widely regarded in Texas as an introduced aquatic weed — has been observed consistently along Lady Bird Lake and the Butler Trail corridor since last summer. Its dense mats shade the water surface and block wind-driven mixing, conditions that can further depress oxygen in slow-moving pools. The combination of reduced flow, high summer temperatures, and floating surface cover creates a cascade of oxygen depletion worth watching closely over the coming weeks. The endemic aquatic species of Barton Springs — most critically the salamander that bears the springs' name — have evolved in an environment of cold, constant flow. They have virtually no margin for error when oxygen margins get this thin.

Sewage plant exceeds limits twice with no penalty either time

The Friday Harbor sewage treatment plant has exceeded its Clean Water Act discharge limits twice this year. Suspended solids in its effluent ran 381% over the permitted limit at the end of March and 296% over limit again on July 24, six days ago. Biochemical oxygen demand, a measure of how much a discharge will deplete oxygen in the water it enters, exceeded limits by 150% and 71% in those same two periods. Same outfall, four months apart: that pattern points to a persistent operating problem rather than a single bad day. The plant is not an outlier here. It is one of five wastewater facilities near the San Juan Islands currently flagged by the EPA for significant non-compliance, and among the 21 Clean Water Act permitted facilities within roughly 15 km of the islands, 14 have active violations right now and 17 have had at least one in the past year. Across all of them, the total penalties assessed to date add up to zero dollars. Violations are being logged; nothing is following from them. What isn't known matters here too. No dissolved oxygen, turbidity, or bacteria reading near this outfall was available to check whether the surrounding water is actually showing stress from these discharges. This is a paper record of exceedances, not a measurement of harm in the surrounding waters. But repeated overages at the same discharge point, with no enforcement response on record, are worth watching as the water warms into late summer, the season when oxygen demand in coastal waters is already at its highest.

Ammonia overruns at Little Palm nearly double as the Muskingum runs low

An ammonia nitrogen violation at Little Palm Properties has moved from bad to worse rather than resolving itself. The facility exceeded its permitted ammonia limit at the outfall by 720% in the quarter ending last December, then by 1,290% in the quarter ending this March, nearly doubling the overrun in just three months. Under the Clean Water Act, discharges at this level qualify as significant non-compliance, a designation reserved for the more serious end of permit violations. Ammonia at these concentrations is directly toxic to fish and aquatic invertebrates, and it exerts an additional pull on dissolved oxygen in the water it enters. That toxicity matters more than it might in a normal year because the Muskingum River at Dresden is currently running at roughly 10 cubic feet per second, a small fraction of its spring peak near 5,600 cfs. A river reduced to this trickle has little capacity to dilute or flush what's discharged into it, so the same volume of ammonia lands in a much smaller, much less forgiving body of water than it would in April. It's worth being straight about what isn't actually being measured here. None of the five USGS gauges within 25 kilometers of this stretch, on Wakatomika Creek, Salt Creek, and the Muskingum and Licking themselves, track dissolved oxygen, pH, or ammonia; they record only streamflow and gage height. The exceedance is documented on paper, and the low-water conditions are real and measured, but no instrument nearby is actually watching what happens to the water chemistry as the two combine. For now, the link between the violation and the drought is a matter of ecological inference, not direct measurement, in a landscape shaped by the Ohio/Kentucky Carboniferous Plateau, where narrow valley streams like this one have never had much dilution capacity to spare.

Glen Arm plant's ammonia violations repeat on an already-impaired creek

The Glen Arm Wastewater Treatment Plant, which discharges directly into Long Green Creek in Baltimore County, has exceeded its permitted ammonia limit twice in the past year: by 368% last September and by 340% again this past March. Two exceedances roughly two quarters apart point toward a recurring problem at the plant rather than a single upset event. Ammonia at these concentrations is directly toxic to fish and aquatic invertebrates, and as it breaks down in the water column it also draws down dissolved oxygen. That matters here because Long Green Creek is already listed as impaired and is awaiting a federal cleanup plan, meaning it has little buffer left to absorb additional oxygen stress. It's worth being clear about what isn't known. No downstream ammonia, nutrient, or dissolved-oxygen data could be pulled this session to confirm whether these exceedances actually shifted conditions in the creek itself. What's documented is a permit violation on paper, not yet a measured ecological effect in the water. Still, it's a useful reminder of how many pressure points feed into the oxygen swings this creek experiences through the summer heat, especially given that it sits within a watershed of roughly 160 permitted dischargers, of which current EPA compliance records flag 60 as being in significant non-compliance right now.

Catalpa Sphinx moths peak as singing insects begin to appear

(Ceratomia catalpae) have reached peak activity across the region, with eleven sightings logged from mid-June through late July, ranging from Metamora and Richmond out to Oxford and Trotwood. These are among the largest moths in the eastern United States, and their caterpillars are strict specialists: without trees, there is no Catalpa Sphinx. By midsummer the larvae can build up enough to strip a catalpa bare, but the trees are adapted to it and typically push out a second flush of leaves within weeks. The singing insects, the katydids and crickets of the order Orthoptera, are also beginning to turn up. Single records of , , and have each been logged across the past eight days. Individually these are just presence records, but taken together they suggest the singers that mark the back half of summer are starting to emerge.

Spotted Lanternfly confirmed at multiple locations across the watershed

(Lycorma delicatula) have been confirmed at multiple locations across the watershed over the past two months — 28 iNaturalist observations from Watertown, Cambridge, Newton, Arlington, Brookline, and Waltham, with four logged in the past two days. These are presence records reflecting where observers have reported the species, not a measure of population size or density. This planthopper, native to China and Southeast Asia, arrived in Pennsylvania in 2014 and has spread steadily north. Its preferred host is (Ailanthus altissima), itself an invasive that has colonized disturbed ground throughout this area — a ready-made food source. Adult lanternflies feed on the phloem of a wide range of trees, including maples, oaks, black walnut, and wild grape, depleting carbohydrate reserves and excreting a sticky honeydew that coats leaves and encourages sooty mold. If you spot one, report it on iNaturalist.

Copper discharges quadruple at the Bremerton shipyard in a single quarter

Copper discharge from the Puget Sound Naval Shipyard in Bremerton has now exceeded its Clean Water Act permit limit for two consecutive quarters, and the trajectory is the notable part: 24% over limit in the quarter ending December 2025, then 101% over limit the following quarter, a roughly fourfold jump in a single reporting period. The outfall empties into Sinclair Inlet, a working embayment that drains directly into central Puget Sound. Copper is a slow, subtle poison rather than an acute one, which is exactly why it deserves attention at these levels. Research on juvenile coho and has shown that dissolved copper impairs their sense of smell at concentrations well below what would otherwise be considered dangerous. Salmon depend on olfaction to detect predators and to navigate home to spawn; a fish doesn't need to be poisoned outright to have its odds quietly worsened. That relationship between smell and survival is precisely why copper limits are set where they are, and it's why blowing past one by double is a materially different problem than nudging over it. The pattern isn't confined to one outfall. King County's West Point Treatment Plant, near Discovery Park on the same stretch of Puget Sound, logged a strikingly similar arc over the identical two quarters, exceeding its zinc limit by 95% and then 128%. Two of the largest permitted dischargers into central Puget Sound worsening on different metals over the same span is a signal worth taking seriously in its own right, even before any water-quality sampling confirms measurable effects on fish moving through these waters.

(Antheraea polyphemus) emerged near Clarksville this month — a single sighting on July 9th, right at the peak of the species' fleeting adult flight window. These are among the largest silk moths in North America, with a wingspan of up to about 5.5 inches (14 cm), and are named for the Cyclops of Greek myth, their hindwings marked with pale eyespots that mimic the mythical creature's gaze. Adults emerge mouthless and live only a few days — a brief, frantic window for mating before they vanish. The real work of the species happens in the long caterpillar stage, which spends the summer feeding on oak, maple, birch, and cherry leaves. In midsummer, when the big silk moths are at the peak of their brief season, a single sighting like this one is worth pausing for.

A suspected cyanobacteria bloom was reported on the Withlacoochee River on June 29 — a citizen sighting of bright green water stretching more than a football field in extent. The damage looks dramatic from a distance, but trees (Robinia pseudoacacia) typically push a second flush of foliage in late summer and recover fully by the following year. The longer-term pressure here is not the beetle but the tree's relationship with disturbed ground. Black locust is native to this region, yet it colonizes roadsides, old fields, and disturbed edges with particular vigor — fixing nitrogen in the soil as it goes. That sounds ecologically helpful in principle, but it can begin outcompeting the native understory plants that evolved in these soils without that added enrichment. The leafminer damage is a seasonal event; the locust's tendency to expand into disturbed ground is a slower, structural change to the landscape that will take decades to fully play out.
