Gunnison County reaches exceptional drought as Tomichi Creek thins

Half of Gunnison County is now in exceptional drought, the most severe category the U.S. Drought Monitor uses. In the week of September 8 the share of the county rated exceptional jumped from about 22 percent to just over 50 percent. The other half of the county is in extreme drought. For the first time this year, none of the county is rated any better than extreme.The severity had been flat for most of the summer. From mid-August through the end of the month, about 80 percent of the county sat in extreme drought or worse and about 22 percent in exceptional. The first week of September pushed the extreme-or-worse figure to 91 percent. The second week took it to 100 and more than doubled the exceptional share. Two weeks did what the previous two months had not.The Drought Monitor's own description of the exceptional category is exceptional and widespread crop and pasture losses, with shortages of water in reservoirs, streams and wells creating water emergencies. Statewide this season, 64 percent of Colorado's pasture and rangeland is rated in poor or very poor condition, against a five-year average of 23 percent. That is a statewide number, not a Gunnison Basin one, but the basin's hay meadows and upland sagebrush are inside it.The shortfall starts high above the basin. The Butte snow station, at 10,190 feet about 24 miles from Gunnison, has recorded 18.6 inches of precipitation since the water year began last October, 74 percent of its median for the date. Cochetopa Pass, at 10,020 feet about 32 miles out, has recorded 11.7 inches, 70 percent of median. Those are precipitation totals, not snow on the ground; both stations are bare in September as they always are. Tomichi Creek runs on that mountain water. It peaks in late May or early June and recedes through the summer, with several small irrigation diversions drawing from it along the way. The gauge on Tomichi Creek at Gunnison read about 20 cubic feet per second this week, on a creek that still has a month or more of recession ahead of it before winter. are the fish most exposed to a thin September flow in this reach. They spawn in fall, from September into December, once the water cools into roughly the 41 to 54 degree range, and they need enough depth and current to reach clean gravel and keep a nest of eggs watered and silt-free through the winter. A creek reduced to shallow riffles and separated pools blocks that movement and leaves whatever gravel is used at risk of drying out. Water near the Gunnison gauges was running around 54 degrees this week, which is comfortable for trout. The trouble with a small volume of water is not that it is warm now; it is that it heats and cools faster across a day and loses its buffer against low oxygen. The case-building caddisflies logged along these streams through August do the coarse work of shredding the leaves that are beginning to fall into the channel now, and they need cool, continuously moving water over gravel to do it.Satellite passes this week show no cluster of fire detections within 30 miles of Gunnison, only a single weak nighttime pixel near Crested Butte that could be almost anything. The sagebrush is going into dormancy dry, with grasses and forbs beneath it cured, and that is the fuel that carries fire through sagebrush country. East of Gunnison, nearly 28,500 acres of hay meadow and grazing land are beginning the shift into subdivisions, commercial lots, and a business park under an annexation called Gunnison Rising. Getting here took more than eight years of federal review, because part of the site overlaps designated critical habitat for the , a bird listed as threatened in 2014 and found nowhere on Earth outside the Gunnison and San Miguel basins. To build on roughly 637 acres of that habitat, the developer, Gunnison Valley Properties, had to secure a Habitat Conservation Plan and an incidental take permit under the Endangered Species Act, the legal mechanism that allows some harm to a protected species in exchange for offsetting measures elsewhere.Those offsets are now real, mapped land rather than a vague promise. A 420 acre parcel has been donated to Western Colorado University, with a 160 acre conservation easement on it held by Colorado Parks and Wildlife, and a separate 465 acre tract has been newly designated the Tomichi Creek State Wildlife Area. Together they form the tangible other half of the trade: two named parcels with defined protections, tied directly to the acreage now slated for development.Gunnison Sage-Grouse depend on sagebrush for more than cover. Unlike most grouse, they eat sagebrush leaves right through winter, and hens need large, unbroken stands nearby to raise broods on the insects and forbs that grow among the shrubs. Fragmenting that habitat with roads and buildings, even a modest footprint, can isolate leks, the traditional strutting grounds where males display each spring. Whether the university and wildlife-area parcels functionally replace what's lost at the development site is a question this kind of permit doesn't answer on its own; it establishes the trade, not the outcome for the birds. That answer will come from lek counts in the years after the first roads go in, not from the paperwork.

The Gunnison River runs cold and clear through mid-summer, dropping off its spring flood levels and settling into the kind of water an osprey can actually read. At this flow, the shallows along the inside bends are knee-deep on a person, and the trout that hold in them are visible from thirty feet up if the light is right and you know what you're looking for. The ospreys know.Ospreys are fish specialists — more precisely so than almost any other bird of prey on this continent. Their diet is fish, nearly exclusively, and everything about their hunting apparatus reflects that. The feet have a reversible outer toe, so they can grip with two toes forward and two back, clamping a fish from both sides rather than from one. The soles of their feet are covered in short, curved spicules that grip wet, slick scales the way a rough surface grips ice. When an osprey hits the water, it enters feet-first from heights of ten to forty feet, sometimes submerging completely before pulling back out. The whole strike, from the moment the bird folds and drops to the moment it clears the surface, takes less than two seconds. If you're watching one work a stretch of river and you blink at the wrong moment, you miss it.In Gunnison, the fish they're after are cutthroat trout. Cutthroats are the native trout of this drainage, a fish that has been here long enough to shape the habits of every predator that eats fish in these mountains. They hold in predictable lies — behind boulders, along current edges, in the tail-outs of pools where water slows and oxygenates. Fledglings from this season's nests are now on the wing, and the adults are still feeding them, or at minimum hunting alongside them as the young birds develop their own technique. A juvenile osprey can fly before it can fish. The hunting itself takes practice — reading water depth, accounting for the refraction that makes a fish appear shallower than it is, timing the stoop correctly. Young birds miss more than they catch for weeks. They watch adults make the same approach, make the same adjustments, come up with fish again and again, and gradually their accuracy improves. By the time they begin their first migration south in late summer, they need to be self-sufficient. The adults won't be with them.The river conditions right now favor this kind of hunting. Water temperatures in the Gunnison are running around 11 or 12 degrees Celsius — cold enough to keep the cutthroats metabolically active and feeding, which means the fish are moving and visible rather than holding deep and still. Flows have dropped from spring peak, reducing the turbidity that makes visual hunting difficult. An osprey working a riffle under mid-summer sun has good sight lines into the water column, and the fish, feeding on the summer insect hatch, are in the shallows.If you're near the river right now, look for a large bird hovering in place above the water, wings beating steadily while the body stays nearly still. That hover is the osprey reading the water below, fixing on a target before committing. Sometimes it repositions — drops a few feet, shifts twenty yards upstream, hovers again.
