Streams still running low weeks after the drought "ended"
Streamflow gauges across the Loamy High Lime Till Plains are still reading well below the recent seasonal average this week (August 4-10) - at Fall Creek at Millersville, the latest reading was 7.23 ft3/s against a 90-day average of 230 ft3/s - even though the county's drought was officially declared over back in spring 2026. That gap between the paperwork and the water itself is worth watching. A multi-month drought built through last fall and was technically cleared months ago, but soils and stream baseflow don't reset the moment a monitor lifts a designation; recharge lags behind rainfall, especially once the evapotranspiration demand of August heat sets in. That means the streams and the ground around them are heading into peak summer stress already carrying a deficit, with less water in reserve than a normal late-summer week would offer. For the native forb stands and specialist insects reported here in July, this matters less as a direct threat than as a thinner margin: a dry spell or hot stretch that a fully recovered system might absorb without strain now lands on ground that hasn't finished catching up. Against that backdrop of reduced baseflow, wastewater discharge quality carries more weight than it would in a wetter year, since there's less clean water available to dilute it. The BELMONT & SOUTHPORT ADVANCED WASTEWATER TREATMENT PLANTS have an open permit violation on record, though no parameter-level details on the discharge itself were available this session. A stressed, low-flow stream is generally a condition under which effluent problems have less capacity to be diluted, but we don't have data here confirming what, if anything, this facility is currently discharging or what effect it's having downstream - that's a gap worth watching rather than a conclusion to draw yet. The roads and trails around Sámara and along the Ruta del Sol have turned orange and black this week with an unusually large pulse of (Hartnollius quadratus), a native land crab of this stretch of the Nicoya coast. Community sightings jumped from a handful a month for most of the year to roughly eighty in the first five days of August alone. The same week last year produced a single record. The records themselves sketch the shape of it. Reports come both from the coast — Sámara, Playa Ostional, Puerto Carrillo — and from inland stretches of Ruta del Sol through Nicoya and Hojancha, and they pile up almost entirely within a few days at the start of the month, in the middle of the wet season. One observer note filed with these records describes the species as a burrower of tropical forest, mangrove and humid coastal ground, which fits a crab that spends most of its life out of sight and then, briefly, is impossible to miss. Why they all move at once is the obvious next question, and it is the part we can't answer from this data. Coastal land crabs of this kind are widely reported to make seasonal migrations to the sea to breed, and a tight, rain-season pulse spread between forest and beach is consistent with that — but nothing in the observation record confirms the mechanism, the cue, or which animals are on the move. Treat the migration story as the likely explanation rather than a documented one. The count comes from sightings logged by observers rather than a headcount of crabs on the ground, and most of the early-August records are still awaiting community confirmation of the identification, so this reads more accurately as a strong pulse than a precisely measured boom. Either way it is one of the more visible seasonal events in this corner of the Costa Rican seasonal moist forests, and it marks this as a good year to watch the roadside verges after dark.

Widen the view to twenty miles, pulling in Goleta, UCSB, and the Coal Oil Point reserve, and the violation count nearly quintuples: eleven more facilities are out of compliance. The enforcement tally, though, doesn't move at all. Not one of those eleven violations has drawn a fine or formal action, and they sit along the same stretch of coast that just had five segments added to the impaired-waters list, running from Coal Oil Point to Rincon. Permit violations alone don't prove these particular sources dirtied that water; proximity isn't causation, and the underlying tool doesn't name which facilities are involved. But the pattern is hard to ignore: a cluster of permitted dischargers currently in violation, sitting right along water regulators have just confirmed as impaired, with not a single case of escalation attached to any of them. That gap between documented violation and actual consequence is precisely what a local watchdog exists to press on, and discharge monitoring across this watershed falls squarely within Channelkeeper's mandate.

The wastewater facility serving Capron Town-Elementary School has crossed into Significant Non-Compliance, the most serious tier EPA uses for permit violations. The label matters less than the trend behind it: the ammonia overage stood at 42 percent above the permitted limit last fall and had climbed to 95 percent above limit by the quarter ending this March, doubling in a single reporting period with no sign of correction since. Of the 16 permitted dischargers tracked in this watershed, only this facility and the Drewryville FAS Shop now carry that designation, and total penalties assessed across the entire watershed add up to just $3,762, a figure that sits oddly small next to a violation of this scale. What makes the timing worse is what isn't being measured. The Nottoway and Meherrin river gauges nearby track streamflow and gage height, but none of them measure dissolved oxygen, temperature, or pH. That means an escalating ammonia discharge is entering Three Creek and the Meherrin River corridor, a system that already carries failing water-quality grades from earlier assessment, with no independent way to check whether oxygen levels are actually being driven down. Ammonia at high concentration is directly toxic to fish and invertebrates, and its breakdown in the water column consumes dissolved oxygen, exactly the resource that blackwater streams in the Rolling Coastal Plain have little buffering capacity to spare once August heat sets in. Whether that depletion is happening right now is not something the current monitoring network can answer, which is its own kind of warning.

Copper violations at the Wanaque Valley Regional Sewerage Authority have swung sharply over the past year, and the most recent reading is the concerning part. The plant exceeded its permitted limit for total recoverable copper by 74% last September, 67% in December, then jumped to 178% over limit in March, and most recently hit 480% over its permitted limit in July, nearly six times what its permit allows. Copper is not like organic waste; it doesn't break down in water, and it persists in the system once discharged. At low concentrations it's toxic to aquatic life, damaging fish gills and interfering with the sensory systems fish and invertebrates rely on to navigate and detect predators. Those effects surface well before anything as visible as a fish kill, which makes this the kind of problem that can go unnoticed until it's advanced. A single bad quarter might be a fluke, but a reading nearly six times the permitted limit, following two quarters of sharp escalation, suggests something upstream of the plant's treatment process isn't being corrected, whether that's an industrial source feeding the plant or a treatment process falling behind. Direct water-quality sampling from the river near the discharge point wasn't available to confirm what's actually happening downstream, so at this point this is a compliance record rather than a measured ecological effect. It's also worth noting that across every discharger tracked in this watershed, including this one, the EPA's compliance summary shows zero dollars in penalties assessed to date, even as the most recent reading is the worst yet.

Notably, these are the same lines, 901 and 903, that ruptured in 2015 and sent more than 100,000 gallons of crude onto Refugio Beach. The pattern here is escalation rather than resolution: violations have been compounding even as the company pushes toward bringing the pipeline back online along this stretch of the Santa Barbara Coastal Plain and Terraces. That restart effort deserves close attention given what this coastline is already carrying. The waters here were added to the state's impaired waters list in 2024, in segments running from Coal Oil Point east to Rincon. Coal Oil Point is also where Snowy Plover chicks have been hatching this summer, precocial but flightless, foraging on the open sand within a narrow, exposed band of shoreline. None of this points to an active spill or discharge right now. The concern is trajectory: a pipeline with a documented history of failure in this exact place, restarting under a compliance record that is getting worse rather than better, adds forward-looking pressure to a coast that already shows measurable water quality and habitat vulnerabilities.

The River Road wastewater treatment plant in Edgewater, New Jersey, has been out of compliance with its Hudson River discharge permit for more than two years running. EPA records show the facility exceeded its allowed limit for carbonaceous BOD5, a measure of oxygen-consuming organic material in effluent, in eight separate reporting quarters between March 2024 and July 2026, with overages ranging from 20 to 52 percent above the legal limit. The most recent quarter on record is still in violation. This is not a single bad quarter or a permit upset; it is a sustained pattern the facility has not corrected. The stakes are tied to what BOD5 actually does downstream: the more oxygen-demanding waste that enters the water, the less oxygen is left for whatever lives in it. The receiving stretch of the Hudson is already listed as an impaired segment under the Clean Water Act, with a pollution budget, known as a TMDL, set for it in 2022. No dissolved-oxygen readings from a monitoring station below this outfall were available to check whether the plant's exceedances are actually driving that impairment; establishing that link would require direct DO data collected during the violation windows themselves. What's confirmed is narrower but still notable: a permitted discharger has been over its organic-loading limit, on and off, for over two years, into a river segment the state already considers compromised. Groups like the Hudson River Foundation for Science and Environmental Research track water quality issues like this one across the watershed, and it's the kind of long-running compliance record worth continuing to watch.

Cottonwood Creek, threading through this stretch of Shale Deserts and Sedimentary Basins country, has been sitting on the EPA's impaired waters list without the cleanup plan regulators are supposed to write for it. That plan, a Total Maximum Daily Load, is meant to function as a pollutant budget: a ceiling on what can be discharged, and by whom, before the stream is considered back in compliance. Cottonwood Creek has none. The record doesn't specify which pollutant triggered the listing in the first place, which limits how much can be said about the underlying mechanism, but the practical effect is clear enough: there's no binding target steering recovery, just an open listing with nothing attached to it. The contrast with nearby Short Draw is instructive. It's also listed as impaired, but it already has a completed TMDL on file, meaning whatever problem it's addressing is at least moving toward a fix. Cottonwood Creek has no such marker of progress. Of the 19 facilities holding active discharge permits within ten miles, ten have racked up violations in the past four quarters, and one enforcement action has been taken, carrying $14,400 in penalties. None of those facilities has been tied specifically to Cottonwood Creek's impairment, and none currently rises to the EPA's most serious noncompliance tier. That's a mild sign, not a clean one; it means the known violators aren't the obvious culprits, not that the creek's problem has been ruled out or explained. This is a landscape already defined by extremes in water: monsoon pulses that can flood a dry wash in minutes, followed by irrigation draws that pull streams down to a trickle. An impairment listing without a cleanup plan is easy to lose track of in that kind of setting, precisely because it doesn't announce itself. There's no fish kill, no visible plume, just a bureaucratic gap that persists quietly while the water keeps moving through it.

EPA compliance records show the plant ran 42% over its permitted ammonia limit for the quarter ending December 2025, then 95% over for the quarter ending March 2026, nearly double the prior overage. The facility remains flagged under EPA's Significant Non-Compliance category, one of only two in this stretch of watershed carrying that designation. What's less clear is whether anyone is doing anything about it. EPA's own compliance summary references one facility in the watershed under formal enforcement, but no Virginia DEQ consent order or enforcement notice specific to this plant appears in the record. No newer quarterly data has posted since to show the overage narrowing, and no watchdog or conservation group within 40 kilometers appears to be tracking this facility specifically. Right now the compliance record itself is the only visible accountability mechanism. Downstream, the picture is similarly thin on data rather than reassuring. The blackwater streams below the plant, including Three Creek, already carry a TMDL listing for insufficient data rather than a confirmed impairment finding, and no current dissolved oxygen readings exist for the Meherrin River reach near Emporia Lake that would show whether the ammonia surge is showing up in the water column downstream. Ammonia at elevated concentrations is directly toxic to fish and amphibians and drives oxygen demand as it nitrifies, so the absence of monitoring here is not a clean bill of health; it is simply an unanswered question layered on top of a documented, worsening violation.
