The John Penn Whitescarver Foundation, based in Bel Air, Maryland, works to improve the nation's water quality through stormwater education and training. It trains volunteers, university students and NPDES permittees, and offers permittees tools to assess how well their stormwater programs are working. It also helps communities identify illicit discharges through information, education and training, and does business as the National Stormwater Center.
